Lou Reed, both his solo stuff and The Velvet Underground, is remarkably effective to get you into the mood for Torchwood.
After skipping the "Metal Machine Music," at least. Though I imagine that if the Rift had a sound, it would sound a bit like that. Everyday sounds set in a maelstrom and surrounded by static.
I guess the Time Vortex might sound that way as well, but I think it's more of cyclical thing stretched out so it wouldn't sound like a circle at all.
Jack, of course, would be a single steady note. I'm unsure of the Doctor.

Interesting thing about "sounding like a circle": The original album had sound in the terminal loop, so it would hit the end and always play that last bit.
