I'm gearing up to start buying the boxsets of Doctor Who and Torchwood - or at least preordering the damm things - and I'm wondering what region I should get. Is there a diffrence between the regions when it comes to extras, or is it just the packaging?

I believe, in general, the only differences the regions provide is what DVD players the discs will work on. Example: DVD's from the North American region only work on DVD players of the North American region (or no region). I suppose it's possible that different regions have different features, but in my experiences I don't think I've ever seen it, with the exception of anime DVD's where the American version has English dubs in addition to the original Japanese.

I've seen someone say something about that there were differences between Region 1 and Region 2 often enough that she would only buy shows in their original region, but I didn't know if it was going to be show specific or not.

Good to know about the Japanese DVDs though.

I think there's a way to get around region locks though...

There is, I just can't figure out how to unlock my DVD player that's inside my computer.
